If you are not seeing all of your event data as you would expect, please check to see if you have Google Signals enabled as having this enabled will threshold your data.

What is thresholding

Data thresholds withhold data from a report to prevent you from identifying who the users are within your data set. Google specifically states that their intent is to prevent you from “inferring the identity of individual users based on demographics, interests, or other signals present in the data" - all of which comes from Google Signals.

How to tell if you have thresholding:

If you see a red alert next to your report name, this indicates there is sampling, thresholding, or both.

How to avoid thresholding?

Disable Google Signals. However, if you need this on for remarketing features, there is unfortunately no way to completely prevent this issue. One workaround (with caveats) would be to change your reporting identity to device based - this will ignore using Signals from calculating users, but it will also ignore things like User ID which will make user counts less accurate (if using user id features).

Example of Data Thresholding:

Out of the box event report has flagged there is thresholding, and only shows 34 unique event types during the timeframe.

If we create an exploration to look at the events during the same timeframe, you can there is actually a total of 60 event types - so nearly half of all events that were triggered on the site are excluded in the default report.
